The Role of Human Resources
The Human Resources Department has the primary role of supporting the City of Dublin organization by providing services related to human resources management to the more than 80 full-time and over 150 part-time employees, and to many volunteers serving the City. It is our mission to deliver exceptional service and support to the organization, covering a wide range of human resource issues in a responsive, cost-effective, and innovative manner. Our goal is to attract, develop, motivate, and retain the best qualified employees whose diversity and skills contribute to and sustain the City as a quality organization. The Department also plays an instrumental role as an agent of change within the City, and develops policies, practices, and performance development opportunities in support of the organization's corporate goals.

Provide recruitment and selection services that attract and retain highly qualified, service-oriented employees.

Establish and maintain a City-wide system of position control and identification of job duties. Administration of the City's pay and performance evaluation plans, including Pay-for-Performance. Labor Relations provide administration of City employee relations programs that result in enhanced job performance, employee development, and positive labor relations. Training & Development
Provide City-wide employee and management training programs, and administer educational services.

Employee Benefits
Provide the administration of employee benefits including health, dental, life insurance, wellness, employee assistance program, trust fund, 401a and 457 deferred compensation programs, and others.

Administer a fully self-funded, closed retirement plan, and coordinate services with the California Public Employees Retirement Systems (CalPERS) for permanent and qualified employees. Visit the CalPERS website for more information.

Administer a part-time employee alternative to the Social Security program through Public Agency Retirement Services Alternate Retirement System (PARS-ARS). PARS-ARS satisfies federal requirements and provides cost savings compared to Social Security to participants and the City. Visit the PARS-ARS website for more information.

Worker's Compensation
Administration of The Cities Group, a self-funded Worker's Compensation program provided through a Joint Powers Agreement between several cities. Injuries are mitigated by properly identifying and reducing risk exposure through a variety of initiatives, including prevention programs.

Risk Management
The City of Dublin is a founding member agency of the Association of Bay Area Governments (ABAG) Pooled Liability Assurance network (PLAN). The 31-member agencies, known as ABAG, PLAN, work together to self-insure general and auto liability claims by contributing to a shared risk pool. As a member-driven organization, ABAG, Plan participants work together to make good use of local governments’ scarce resources. Grant programs and training sessions, coupled with other risk management services, help members more effectively use resources by reducing risk costs. The City’s Human Resources Director sits as the City’s Risk Manager.
